SENATOR Joseph M. Mendiola says the Public Utilities Commission should implement an interim power rate for the Commonwealth Utilities Corp. before its board members undergo the required six-month training. The interim rate, Mendiola said, would be in effect until such time when PUC board members are ready to set the power rate for CUC. Rep. Tina Sablan said "PUC must formulate an interim utility rate for CUC based on the full, actual cost of fuel."

Man, I thought I was pissing into the wind suggesting something as simple as Rates = Costs.
