There are three issues that I want to start with, one to be discussed now, the others to follow later. This will be a first of a continuing series about "we the people" taking over the control of important issues that get caught up in 'games' played by the government. These are issues that lawmakers will never put into effect on their own, no matter who is voted in office. These issues need to be under the mandate of the people. When I look at this years ballot I realize the same old people will be there again, nothing will change. But there are some issues we can take direct control of, this is what this series is about. The length of this series will depend on your input and support. Let's get started....
1- MANDATORY ANNUAL BALANCED BUDGET:
So it seems to me there are certain issues "we the people," need to get in our control. The one in the article you just read is the annual budget. This gets beat up every year with a budget only being passed approximately every four years, resulting in a continuation of the existing budget that is in excess of the annual government's projected income thus creating a deficit. This needs to be put on the ballot as an initiative, in the 2009 elections and take the game playing out of their hands. The issue on the ballot should demand a balanced budget every year, no exceptions. There is an existing schedule for this to happen and this must be mandated to be followed. The results of this not being accomplished would result in a complete shut down of the government until a balanced budget in in place. This being mandated by the voters would put an end to the procrastination and irresponsibility we now have with the existing people in control. Put the people in charge of getting the balanced budget on time. Vote for a deadline with consequences.
2- ELECTED ATTORNEY GENERAL:
This will be an issue in a future post. I think some action has been taken on this issue already, but I will have to do some research to find just where that is. Anyone who knows this information please be free to comment and state what you know about it.

PS.. Once a local initiative is ratified by the PEOPLE, it can only be changed through a referendum. IT IS THE PEOPLE’S LAW AND IT CAN ONLY BE CHANGED BY THE PEOPLE by 2/3 votes of the total registered voters on Saipan!
