No ghost employees here? A reminder.....Four years ago, for those readers who are unaware of what happened then, the Attorney General’s Office filed 62 criminal charges against ex-congressman Stanley Torres. For what? A scheme to hire a ghost employee. An OPA criminal investigator earlier accused Torres of employing Sablan as a ghost employee, who allegedly received CNMI paychecks via direct deposit to the Bank of Guam and the First Hawaiian Bank.
Scheme once..Scheme again?
