M34- NORITA: "GET TOUGH"

Norita: "Govt should get tough with recidivists"...
(People who return to a previous pattern of behavior, especially to return to criminal habits.)
Habitual Offenders Are Wasting Govt Resource's:
The government should throw the book at recidivists or habitual offenders because these people are just wasting public resources, according to Department of Public Safety commissioner Claudio K. Norita. Read the Whole Story Here....
Mr. Commissioner,
we have been harping about the 'slap on the wrist' sentences handed out by judges for quiet some time now. You are a breath of fresh air with this opinion. You are right, sock 'um in jail and give them ample time to consider their ignorance and errors.
Norita said he is not favor of making deals or plea agreements with recidivists as these only allow these individuals to avoid jail time. “We should throw the book at these people because they repeat the same crimes." It is an issue that the detectives have brought up to me and it is an issue that we will bring up to the Attorney General and see what we can do about it,” he said.
This should also be pointed out to the judges who let them run with no jail time!

the problem with this is, the gov't attorneys will have to actually do the work necessary to bring cases to trial. are they able to? this is a big question mark.

All crimes cost the community money. The question is, do we prosecute and jail them or keep putting up with the crimes and keep chasing them? Both are costly. I say put them away save having more victims. This may require more attorneys, but must be stopped.

Lenient sentencing is not the provenance of the police but of the Judiciary. More attorneys won't solve it, tougher cops won't solve it, Norita can't solve it. Nice sentiments, tough talk won't solve it.

Attorneys are responsible, in part, for the plea bargains, along with the judges.

It is the judges. Judges can reject a plea bargain, but they don't.

Maybe it is time for mandatory sentencing guidelines. Of course this involves the legislature, which is also next to useless, since they will have to start putting their relatives into prison.

Before getting tough on crime, the CNMI must ensure that the new correctional facility is fully operational and able to sustain the increased prison population. Otherwise, the government might find itself releasing prisoners from the said facility to avoid prison overcrowding, funding issues, and the like.

We don't need any additional prison facilities, and we don't need to bring current ones up to any "standard". They're prisoners.. stack 'em 20 high in a steel cell and feed them rice and water.

There's a story about the three criminals arrested for the Lens robbery.. they're all repeat offenders with serious past crimes that were perpetrated only a few years ago.. why are they on the streets!?

The recent robbery at the poker place on lower Capital Hill involved the choking of a woman to the point she passed out.. if this repeat offender, who was only caught after a car chase, gets less than 15 years (in prison without parole).. the judge should be put on trial. If you are a repeat offender who chokes someone to near death.. you shouldn't see the light of day for decades.. if that.

Norita's on the right track.

While I see your point Lil_Hammerhead, I have four words for you: "Cruel and Unusual Punishment." The Constitution does not allow society to just "stack up prisoners and feed em' rice and water!" No siree!
