Senate OKs Bill to Reduce Salaries Judges, Justices
The Senate has approved a bill cutting the salaries of the Commonwealth's justices and judges by 10 percent across the board. The bill, sponsored by Sen. Maria Pangelinan, states that the tax base cannot continue to support the Judiciary's large payroll. The bill will become law once approved by the House of Representatives and signed by the governor.

He added, “The move to federalize our immigration is not based on current facts and does not take the CNMI’s vulnerable economic situation into account. I wish the U.S. Congress would fully consider the GAO reports before committing to such a major policy change for our islands.”

Bingaman, D-N.M, said the bill is a culmination of 11 years of work to finally apply U.S. immigration law to the Northern Marianas.

The Story of Baron Von T. of Saipanolinia.. Story Here

Once upon a time a long, long time ago in the 21st century there was a country called Saipanolinia, ruled by an Emperor, his Council, a Baron and was home to many peons. Now the country was beautiful and many came to view the land of milk and honey. All agreed it was so beautiful that they would return to see more of this land of paradise. The land was bountiful and the crops grew in great quantities and all were happy and satisfied. At every harvest all worked for the Emperor harvesting the wheat that would be turned over to the Emperor who then divided it among everyone, there was enough for all, even enough to be sent to other lands, bringing even more wealth to the land.
But as the years rolled by, the evil Emperor in his greed failed to take care of the land, failed to replenish the soil and the land grew barren. A great dismay was cast upon this once land of paradise and others no longer came to see the bountiful land of milk and honey as all the riches were gone from the land.
Desperation and fear swept over the people for they became very poor and cried out to their Baron, Baron Von T. The wheat supplies had grown smaller and smaller and people were getting hungry and struggling to find food to put on their tables. There was weeping wailing and gnashing of teeth. The peons were in despair and cried to their Baron to go to the Emperor and his Council and beg for help to sustain them. But the Baron was a ruthless guy and scowled at the peons, “Go forth and weep at the feet of the Emperor and his Council yourselves, I will not do it for you for I have all I need, if you need help, prepare to beg for your own alms”, he commanded.

So the people approached the Council and humbly begged for a few grains of wheat, “only enough to feed our children,” they cried. But the Council was heartless too. “Take what you have and be dammed,” they replied, “we don’t have time for you poor peons.” The Emperor and his Council were so angry at the peons for begging for ‘just a few morsels’ that they took all the wheat from them and condemned them to starvation and homelessness.

The peons were so angry they joined together and rose up in a great rebellion crushing the Emperor, his Council and the Baron under a great wave of ballots, where they remain to this day.

And the people ruled and returned to the idyllic times and forgot the evil Emperor, his heartless Council and the ruthless Baron ever existed.

And life went on.... And the people prospered once again....

Marpi burglary and theft:
Crime Stoppers is asking the community for more information on any person(s) responsible for the burglary and theft incident at the Last Command Post in Marpi. Preliminary investigations reveal that on the afternoon of Tuesday, April 1, 2008, the victim and his family, all of whom are Russian nationals, went sightseeing at the Last Command Post. Police learned that the perpetrator(s) in this case stole the victim's passport, credit card, and an undetermined amount of money after breaking into the family's rented vehicle.
There will be pleasant stories repeated over and over about all the fun they had here, all the nice sites they visited and how THEY GOT RIPPED OFF!

Lets see there will be the passport office to tell the story to, also the credit card company, the travel agency, many friends who will say, "how was it there?" so many places to spread the word.
This will cancel thousands of dollars worth of efforts trying to lure more tourists here, only to get robbed. What a mentality. Spread the news all over Russia...Don't go to Saipan!

Do the Reservists about to be sent overseas continue to receive their present salaries?

If the answer is yes then there is a serious financial problem here.

If the answer is no they go on suspended pay then the problem should be able to cover it's self.

My reasoning is this. If 32 officers will be leaving and their salaries discontinued, couldn't these discontinued salaries be the source of funds to recruit new cadets. But I don't know this answer, your input is needed. What do you think happens here? Place a comment below....

CUC increases fuel rate of non-residential customers
THE Commonwealth Utilities Corp. has increased its electric fuel rate this month for its commercial, government, and non-conforming load customers. Based on CUC’s April schedule of electric charges and rates, the electric fuel rate for commercial, government, and non-conforming load was raised to $0.327 after the cost of fuel per barrel reached $132.

Why are the commercial customers being tasked with carrying the load? This is unfair and complete incompetence on the part of the legislature. Oh I know...We passed the buck to a 3 person PUCommission, yup its their baby now. For a government so obsessed with a mere .50 cent wage rate still allows the charges to be increased to the very businesses that can't afford a wage increase, so they say. So where is this all going? It will only be a short time until we know.

Rates need to be set by costs not who is buying it. All consumers should pay the same price, across the board. It costs the same to produce a KWh for everyone, so all should be charged the same.

Palacios: Public interest first before politics
LAWMAKERS should focus on what is good for the commonwealth and not just what can advance their political ambitions, according to a legislator who belongs to the House minority bloc.
Now, if you take some thought to this line what he is saying is something that is a given, it is what is expected of them, it doesn't need to be said. So why say it?
Rep. Raymond D. Palacios said early declaration of candidacies may lead people to think that “you cannot focus on your primary function as lawmaker.”
Well I've got some news for you buddy, in case you are so naive as not to know this. The public doesn't trust you from the time you are elected. The voters know you have only your own interest at heart. We already know you are there for your own agenda and yourself only. It is quiet apparent to all of us, and you confirm this over and over again. Why did you feel it was time to tell us what you think you should be doing, feeling guilty, I guess.
Still, he added, “our constituents are educated enough to decide who are those should be given another mandate.”
Maybe you are realizing you can't pull the wool over our eyes anymore, again a display of guilt.
Palacios, Covenant-Saipan, said he “senses” that there are factions within the House Republican bloc, and he is hoping this will not hamper the performance of his GOP colleagues. Palacios at the same time said all House members are not allowing political affiliations to affect the passage of legislative measures.
This house has been 'hampered' since it was sworn in, election promises were tossed aside the voting public disregarded. Just take the issue of the gaming bills that have been brought up 3 times, did you think the voters wanted it, right after rejecting it in the Nov. election. Did you ask the public what they thought?
He said the interest of the general public should always prevail during the deliberations on important bills.
Again isn't this a given, the standard operating procedures, why do you need to make that statement? Is it because you feel you are not following the standard protocol. Lets stick with the gaming bill for a moment. How is what you are doing now, ramrodding a bill through the house without ANY consideration by the public when you already know where we stand, how is this in the best of the 'general public'?
These statements reminds me of election rhetoric, same bullshit spewn during elections. This is telling me someone is positioning to run for something and the crap is flowing already.
He is satisfied with how the leadership led by Speaker Arnold I. Palacios, R-Saipan, is running the House.
That last statement I won't touch, take it at face value and think about who it benefits, us or him?

FOR FAILING TO PAY $2M TO MOBIL...

CUC fuel to last only until next week
The Commonwealth Utilities Corp.'s fuel supply for Power Plant 1 in Lower Base will last only until the end of next week as CUC was short of $2 million to pay Mobil, its fuel supplier. CUC executive director Anthony Guerrero told Saipan Tribune yesterday that they are continuously talking with the Fitial administration regarding assistance. “To the credit of the administration, they are also trying to give whatever assistance they can,” Guerrero said. The Mobil tanker carrying 25,000 barrels of fuel worth $3.5 million for one-month supply to Power Plant 1 arrived on Saipan last Thursday. Guerrero said CUC did not have $3.5 million and managed to pay Mobil only $1.5 million, which represents 11,000 barrels.
We are in one sorry state of affairs. How often do you think the barge will come here? Will it come back in 12 days? What will CUC do if it don't? I'm sure Mobile, or anyone else for that matter, won't dribble a few thousand barrels every time we squeal. A disaster in eminent, there is no doubt about it. We are screwed.
So in 12 days what happen to CUC, will it shut down completely? Will Mobil come back? Were in a helluva bind here. I'm waiting to see how far this government will twist and wiggle until admitting they are completely incapable of operating. This should come very soon, rather then later. I'm also wondering what is Mobiles reaction to this dribble purchases? My bet is they won't even want to come here anymore, then what?

Are there other fuel companies banging on the door wanting to sell fuel to this little broke ass island? So what will they do? The time of reckoning has arrived, they wanted to dance, so now it's time to pay the band.

This brings to mind the question, where is the money we all are paying for fuel adjustments going? I keep paying mine, so where does it go? Is it possible that since they had less than half needed to purchase fuel, is it that half of the consumers aren't paying? All I seem to be doing here is asking questions. Are there any answers?

Wanna bet we will be required to pay in advance before they come again? Wouldn't surprise me! Rates must equal Costs!

Pete P. Reyes on Friday said they acted responsibly to allow PUC to carry out its mandate after about a year of its creation. Reyes said, "the Senate only wants PUC to do its job now that it already has a quorum." “This is their obligation,” the senator stated. “This is their responsibility.” Sounds to me like the buck was passed.
Now, he may add, we are so friggin' happy to get this out of our hair and onto the the backs of 'others'. This has always been a pain in our asses so you can see were glad to be rid of it! Yup, ride Sally ride!
Asked if the confirmation of King-Hinds was “rushed” so that lawmakers can avoid deciding on the fuel rates,
Reyes said: “There is no intention to shy away from making a decision on legislation that affects the rate-setting. Where did we miss out on passing the buck?”

The House agenda changed again on the floor during the sessions this week. The following items were added:
HOUSE BILLS
HB 16-82: To amend 6CMC, Article 2, to authorize the operation of Video Lottery Tenninal (VLT's) devices, video poker and other video slot and similar machines; to authorize the operation of Texas Hold'em and other limited card games, within the third senatorial district; to amend 4CMC, Chapter 5, to impose a new gaming tax; to require the payment of new license fees for the new entertainment activities; to provide for the licensing of poker machines on a calendar year basis; to require the installation of central computerized monitoring system for all video amusement and similar machines; and for other purposes. (Rep. Oscar Babauta). RULES WERE SUSPENDED TO PLACE ON THE BILL CALENDAR

On the gambling bill, HB 16-82
I voted no on the motion to place this bill on calendar without referring it to committee. The people of Saipan just rejected an initiative to legalize casino gambling, and two attempts followed, and failed, to legalize gambling through statute in the 15th legislature. And now the 16th House has just placed the bill on calendar (meaning we will act on it) without referring it to the proper committee for review and public hearing. I felt that that action was extremely disrespectful to our constituents.
Of course, at least one member noted that he was in favor of placing the bill on calendar because, the sooner we placed it, "the sooner we can kill it." So that is another way to look at it, I suppose.
This new House is following the same low road the last legislature took. (Oh, thats right, the same good ole boys were re-elected, nothing changed.) I don't know if they will ever listen to the voting public and will continue to run amok satisfying their own agendas. What is up with these people. THE U.S. Senate Committee on Energy and Natural Resources says the General Accountability Office’s economic impact report regarding the CNMI federalization wasn’t “suppressed,” or “poorly drafted.” as earlier claimed by the Fitial administration. Story Here
Bill Wicker, told Variety in an e-mail that “We disagree,” Wicker said referring to the earlier comment of the governor’s special legal counsel, Howard P. Willens.
“The committee asked the [Bush] administration, including the Department of Homeland Security, to revise the bill that passed the U.S. Senate in 2000, as a drafting service. This revised draft was then further reviewed and revised by congressional staff and several committees of both houses of Congress,” he added.
Wicker said the CNMI’s Washington lobbyist — Oldaker, Biden & Belair LLP — failed to give them specific suggestions for improvement though they were asked to do so.
They “were asked by the committee last year to provide their specific suggestions for improvement, but they did not,” Wicker said. The Fitial administration has been paying Oldaker, Biden & Belair LLP $15,000 a month since late 2006.
Money well spent, don't ya think? Well never mind, there is plenty to go around, we won't miss it at all. Good old Ben pissing off more federal agents. If we could only find a way to utilize this seeming special talent we could go places. If pissing-off the fed's paid good money we would have it made in the shade. COMMONWEALTH Utilities Corp. Executive Director Anthony C. Guerrero says they still don’t have enough money to pay the 25,000 barrels of fuel CUC ordered from Mobil.
Guerrero said CUC was only able to pay Mobil $1.5 million, and they were still waiting for the administration to provide the remaining balance of $2 million. “As of Friday, CUC still wasn’t able to gather assistance from the administration,” he stated. “Right now, it doesn’t have the cash.” Guerrero said CUC has already “exhausted every thing for Mobil,” and has not enough funds left for its other obligations. CUC will “sit down with Mobil” and discuss an “arrangement” in light of the agency’s shortfall, Guerrero said.
This is the part that makes me laugh the most, "We will sit down with Mobil and discuss an agreement" This is said every time the ship comes, and has never seemed to do any good. Can't you hear this discussion now, "But Mobil, you know we have a perfect payment record for many years now can't you trust us, just this one time, to make the payment as we will promise?" 144 To Become Jobless Soon: Story Here...
A total of 144 factory workers will become jobless next month when another garment manufacturer, Kyungseung (Saipan) Inc., shuts down operation.

Labor investigator Carlos Camacho told Saipan Tribune on Friday that the closure of Kyungseung effective May 24 would affect 141 alien workers and 13 resident workers. Maybe the labor investigator here should have been counting heads.

Now my math tells me there were 154 employees, but that is not the point. The point is this...

154 employees needs 20% locals, is that not the rules/law? 154x20% = 31. There needed to be 31 local employees, so who was checking on this ratio? This factory didn't even meet a 10% quota. Whats up with that? Does the government simply choose which laws to enforce, when they want to or is it just blatantly ignoring them when convenient? Guess nobody will know this answer and many don't even care. Just another reason for someone competent to take over the Department of Labor.

Much the same as our occupation in Japan, Korea, Germany, Kuwait and other spots where we ended conflicts and established peace. Now Obama is saying John McCain wants to fight for 100 years.

Well I'll tell you this, John McCain hates war, he has seen the worst part of wars more than anyone would want to see. He is the best person to never want a war again. But dumb ass Obama can't see through this and continues to spew rhetoric that McCain wants to keep fighting for 100 years. This is a warp of the truth. I will say if he believes what he is saying then he is ignorant, and if you believe him you are ignorant too! Let's not place a man in office that can't decipher the truth from a simple statement.

Well now the finger pointing do-nothing legislature has a scapegoat. Can you see how this will work? It's designed to take the responsibility off the shoulders of the lawmakers and place it on the backs of a few unwitting, unsavvy 'goats'. The commissioners' first task is to establish rates for CUC. Press secretary Charles P. Reyes said the administration is hopeful that the commission will act quickly to set rates that will ensure full-cost recovery for the Commonwealth's utility. “We expect the commissioners to set rates objectively, impartially, without regard to partisan concerns-rates that are fair to both the consumers and the utility,” Reyes said.

Do you understand just what you are reading here? Note the highlighted part that says, now I'll reprint it again, to allow it to sink in... "to set rates that will ensure full-cost recovery for the Commonwealth's utility"... Anything less then "full recovery" would then seen as the PUComission not doing their jobs correctly. This will be a load to carry, not a pleasant thought.

For this to happen the rates MUST EXCEED the highest rate ever set before, more then the .25 cent rate established under the governors emergency declaration. Yes, to accomplish "full cost recovery" I predict the rates will near .30 cents. But that's not a real prediction, I've cheated a bit, you see it's only math. So far CUC hasn't been able to recover it's costs so therefore none of the rates have ever been high enough. Rates must equal costs! This will be a killer, just wait and watch. I do know one thing and that is I wouldn't want to be the ones to set these rates, just like the duty dodging lawmakers, they don't want to even be seen there either, nope, not us, we didn't do it, it was them, it's their fault... Get the picture?

The plan in conclusion:

1- Get at least 3 people, doesn't matter who..

2- To hell with qualifications, slap 'um on the ass, send 'um in..

3- Tell 'um they have to double the rates.. (.35 cents) To achieve 'full cost recovery'.

4- Let 'um take the heat for it..

The solution is cutting costs, not setting rates!

Rates must equal costs! It's simple math. a=b

This is why these unsuspecting, smiling commissioners are in for a big surprise, smiles will be fading, they will be despised, blamed and finally hated. The worst job ever!!!!

Senate Favors Suspension, Not Repeal, of Power Rate Cut Law
THE Senate, in a special session yesterday, passed an amended version of the House bill that will repeal the power rate hike law. As amended by the Senate, H.B. 16-79 will now merely suspend for 60 days, and not repeal, P.L. 15-94. According Sen. Paul A. Manglona, Rota: “As a compromise, we temporarily suspended [P.L. 15-94] for 60 days, and after 60 days the [Public Utilities Commission] has to come up with a recommendation as to the rates.”
So this new commission is expected to do in 60 days what everyone else hasn't been able to do, ever! Now just what are the rates this commission is supposed to implement? Will they raise them back up to a break even rate of income equal expenses? Will it keep the rates below costs, therefore staying in the red and sinking CUC even deeper and deeper in a quagmire?
Ah, but someone gets it....
Sen. Maria T. Pangelinan, D-Saipan, said the bill passed by the Senate “will fix nothing.” She stated, “We must acknowledge that this bill is a delaying tactic, nothing more.” She added that the bill does not recognize the “fundamental underlying problems, which have nothing to do with the price of fuel.”
Another knee jerk band-aid quick fix that will accomplish nothing more then to give the duty dodging legislature a place to point fingers when things don't work, and it won't work, hence a scapegoat has been created, nothing more.

Reading this article by the president of this company raises a red flag. If this particular business will be so hurt by a $.50 cent raise for the lowest of wage earners, it suggests that the company itself is not stable. This should be a warning to all potential new and continuing customers to beware. This company could fold and go under with a tiny pay raise to its poorest employees. Just read how bad this business will be hurt and the dire straights it is falling into. This is his projection for all businesses..

The president of Delta Management Corp. reiterated his opposition to the tiered wage hike mandated by H.R. 2066 in his “From the President” section of the Chamber newsletter for the month of April, saying that the CNMI has a unique and fairly closed economy “and it is at a breaking point.” He said there is little money coming in for businesses to allow for wages of the islands' lowest-paid workers to rise from $3.55 to $4.05 an hour starting May 26, 2008.
Arenovski said businesses maybe forced to take the following measures in order to survive the next round of minimum wage hikes:
- Further employee work hour reductions.
- Reduction in workforce.
- Increased prices for good and services.
- Close the business down.
The last and most radical measure Arenovski suggested: “Closing a business means all staff are out of work and vendors get paid late or don't get paid and the government loses tax revenue,” he said. The Chamber president also said that, besides the rise in minimum wage, businesses in the CNMI are also battered by the high cost of electricity, GASOLINE, more GASOLINE, shipping, and imported raw materials.
There were no notable exceptions to this theory, even from gouging gas companies, so I assume it includes all companies including the one mentioned above. So sorry, to bad!

Makes you want to jump up and get here as fast as you possibly can, don't it?
But on the other hand...
This could all be bullshit to fight off the minimum wage increases. This company and all the others probably won't even feel the effect. Could it be a friggin' scare tactic thinking the public will believe his bullshit, and he is only a pawn in the governors game of 'It'll ruin the economy'?
